Biography

Joal Hall Broun has served on the Carrboro Board of Aldermen since 1999, when she was appointed to fill a vacancy. The voters have elected her to the Board of Aldermen three times since.

Joal is the Lobbying Compliance Director for the Secretary of State. She was general counsel for two years. Prior to coming to the Secretary of State’s Office, she was an assistant general counsel for Self Help Ventures Fund, a community development bank. Prior to working for Self-Help, she was an assistant public defender in Orange and Chatham Counties for seven years.

Joal is a graduate of Wake Forest University and Wake Forest University School of Law. She served as a law clerk for the Honorable Richard Erwin, federal district court judge for the Middle District of North Carolina for two years.

Joal is married to Jonathan Broun, and is the proud mother of Harrison Hall Broun and Rachel Callisha Broun. She was appointed to the Carrboro Board of Alderman in 1999, and is presently serving her third full term which ends in 2011. She is a member of St. Paul AME Church and serves on the Trustee Board and is a member of the Missionary Society.
